Since the war of aggression against Ukraine, it has become clear that threats to our security are no longer limited to conventional means. Espionage, sabotage, disinformation and, in particular, cyber operations are now part of the arsenal of modern conflict and warfare. These forms of hybrid aggression operate deliberately in the grey area between war and peace – often covertly, difficult to identify, yet with real, tangible effects.
Switzerland is not immune to this development. As a highly networked, technologically advanced and closely interconnected country in the heart of Europe, it is particularly dependent on functioning critical infrastructures – and is therefore also a potential target for hybrid, direct and indirect aggression. Power supply, telecommunications, transport systems, goods and water supply, waste disposal, etc.: the list of processes and infrastructures that are vital to our community is long. Protecting them is essential – not only in times of crisis or war, but every day.
The use of hybrid means often aims to undermine trust in state institutions, stir up uncertainty, destabilise society and restrict freedom of action – usually without crossing any openly recognisable ‘red lines’. The resilience of our society and its ability to quickly detect, defend against and overcome such attacks are therefore increasingly at the centre of security policy considerations – whether in the Federal Intelligence Service, in the Federal Government's security policy strategy planning, or in the cantons and businesses.
The upcoming SSF Security Talk will therefore focus on this complex and highly topical issue. The following questions will be at the centre of the discussion:
