About the event

The security situation in Europe has changed fundamentally. War on the European continent, hybrid threats, disinformation, cyber-attacks and growing geopolitical tensions also present new challenges for Switzerland. The notion that security and stability are guaranteed in the long term is a fallacy.


Complete protection is not possible in an interconnected and vulnerable world. What is crucial, rather, is the ability of the state, the economy and society to manage crises, remain capable of taking action and persevere over the long term. This requires not only robust and resilient (in)frastructures, but also a shift in societal mindset: away from a culture of taking things for granted, towards a culture of personal responsibility and self-reliance.


«La préparation commence avec la posture.» A credible posture arises where will, capability and readiness come together. It is evident in the resolute stance of the population, as well as in the resilience of critical infrastructure, the resilience of the economy, the capacity of state institutions to act, and the country’s defence capability.


The 29th FSS Security Talk therefore focuses on how Switzerland can establish a credible ‘posture’ – both internally and externally. The discussion will centre on the following questions:


  • What does the changed security situation in Europe mean in concrete terms for Switzerland and its population?

  • How can Switzerland strengthen its resilience in the face of the increasing likelihood of military, hybrid and societal conflicts and crises?

  • What measures can the state, the business sector and the population take to fulfil their shared responsibility for strengthening national resilience? How, in particular, can the civilian population be prepared for this?

  • What mental, societal and political adjustments are necessary to foster a new culture of personal responsibility and resilience, strengthen national cohesion, and establish a credible security «Posture»?
